Well, do you have an FTP client? Cause really the answer to that question is client specific. However, if you're using Internet Explorer as your client - just copy/paste a file into that directory.
But that particular server doesn't allow uploads with an anonymous account. You need to get a valid username and password with upload permissions to upload to that directory.
