I can't be sure how true it is, but a new version of google is to be comeing out in a few weeks. Users will vote for sites on a scale of 1 to 10 after they hit the site.

I would imagine that would mean a frame of some sort. Also there will be no more hacking or warez links. They stated they are trying to clean up "the riff raff" that ruins their search for the decent users.
