Is there a tool out there that would allow me to track who is behind an IP address? Who the user is?

It'd be impossible to see "John Doe is the user of this computer". Instead some utilities tell you the geographical location of the user, their isp, and some other information. For this i use Visual Route, its fairly powerful and has a nice GUI. Their site is: http://www.visualware.com/visualroute/index.html

Actually, many times the person's name would be in his netbios info. You can learn how to use nbtstat to get their computer name and currently logged on user name.

You can also do a reverse DNS and find out the ISP, which will give you some more info on who it could be. Such as location and so on.

Yeah, there is a tool, for tracking IP addresses on a website, if thats what you want.

This program is to track people on your website. If they are on idle, it will log them out after a certain amount of time.

well, all you have to do is go to msdos then type netstat -n see all the ips there than directly connect to someone and go back to netstat -n and you will see a new ip belonging to that person

Julian, he was not asking how to accquire an IP Address, he was asking how to track someone and find out personal infomation from their IP Address.

but he didnt ask how to get the ip(through aim)he asked if you could find out who the person was using their ip
